Maintenance Fee

The General Education Bill of 1909 provided annual state appropriations for UT but required that tuition be free to those enrolled in almost every area of the institution. State funds, however, quickly became insufficient to cover the cost of the institution, and the trustees introduced a “maintenance fee” to cover the gap between the “tuition funds” provided by the state and the cost of maintaining a student at the institution.
