The General Education Bill of 1909 established annual appropriations for UT. The bill provided that 25 percent of the gross revenue of the state would go for education, with 7 percent earmarked for the university. The appropriation was in addition to the interest on the bonds purchased by the state with money received from land-grant scrip. The bill also required that tuition be free for all students who were citizens of Tennessee and who were enrolled in the Academic, Engineering, Agriculture, or Education Departments.
