UT announced in October 1998 that construction was imminent for the Lake Avenue Parking Garage, to serve noncommuter students and that the UT Police Department would relocate to the top of the garage. In order to gain the land for the garage, UT exercised its right of eminent domain to purchase the house and land of Robert and Gail McGinnis. The garage was built, but the UT Police Department did not relocate there. It relocated to the first floor of the Eleventh Street garage.
