Maps of the area prior to the execution of the Yale Avenue Urban Renewal Area showed Temple Avenue extending southwest from Cumberland Avenue and dead-ending into Yale Avenue, which ran west from the stadium through the campus. In 1966 UT announced that a “campus boulevard loop” would be created that would extend down Temple Avenue from Cumberland onto Yale Avenue and back to Cumberland via Twenty-third Street. The new boulevard was to be 100 feet wide, with 12-foot sidewalks. The center of the boulevard would sport a 16-foot median strip that would have ornamental trees. The burying of the utility lines of the new campus in the Yale Avenue Urban Renewal Area was announced as part of the overall upgrade of the campus. The Knoxville City Council formally approved creation of Volunteer Boulevard on September 21, 1966. The speed limit was lowered to 25 mph in January 1989.
