The general assembly, having been made aware of the high cost of textbooks by various constituencies, passed a bill in 2007 to try to curb unnecessary costs. The new legislation required that bookstores that sold textbooks packaged with study products allow students the option of buying them separately, that faculty estimate the cost of books for each course and submit lists of required textbooks and course materials to all on-campus bookstores, and that campus bookstores make the lists and costs available to all students on the bookstore website. The bill also required that copies of books be made available to students at no cost through library reserve or the academic department. The Provost’s Office established a book loan program, which made textbooks available for an entire semester at no charge.
