At the request of Chancellor Reese, President Edward J. Boling appointed a 16-member Task Force on Institutional Performance on January 7, 1983. The task force released its 14-recommendation report on March 31, 1983. The key recommendations were that a provost replace the vice chancellors of academic affairs and the vice chancellor for graduate studies and research, becoming the second in command and acting for the chancellor when the chancellor was away from campus; and that the mission of the university be modified to move UT toward being a selective-admission institution providing high-quality academic offerings for well-qualified students. The creation of a provost as second in command to the chancellor was implemented, combining Academic Affairs and Graduate Studies. A vice chancellor for research was retained.
