Will Carver, Student Government Association president proposed, and SGA passed, a bill to investigate a comprehensive UT transit system in early 1999. SGA worked with the Traffic and Parking Authority to investigate the situation at other universities and then to propose routes and stops. The original date for implementation, including the instigation of a transportation fee, was summer 2001. The transportation fee was initiated for fall 2003 as a $16 fee for all students to assist in subsidizing transportation services on campus.
