In 1968 the board of trustees adopted a structure of committees that represented the various functions of the institution. The board voted in November 1970 to allow students to participate with seven standing committees. (Previously, student leaders had been invited to attend meetings of the Student Affairs Committee.) In January 1971 President Boling appointed 23 students (7 from the Knoxville campus) to one-year, nonvoting membership on the Academic Affairs; Agriculture; Athletics; Urban Affairs; Development, Alumni Affairs, and Public Relations; Medical Affairs; and Student Affairs Committees.
