Student Issue, 1986—Overdue Book Fines

Richard Pope, a graduate student in economics, discovered that when UT raised fines for overdue books in 1983, it did not comply with the State’s Administrative Procedures Act. UT compounded the omission when it readopted rules to comply with the sunset law in spring 1986—the 1979 fine structure, rather than the 1983 fine structure, was readopted. Fines were suspended the first week of November and implemented on December 1—on the 1979 schedule.
