In anticipation of being able to house overnight visitors to the 1982 World’s Fair, students were evicted from apartments that the landlords wished to make available for fair visitors. Students and others evicted complained to the City, which responded by denying landlords who evicted tenants an overnight rental permit and enacted two temporary ordinances to deal with the situation. The landlords filed suit, and the temporary ordinances were ruled invalid. The City placed complaints under the authority of the Buildings Inspection Office, which began issuing “stop” orders, warning landlords that overnight rentals were not permitted. In general, landlords ignored the warnings. Stop orders were issued to Towncrest Apartments, Crestridge Apartments, and a house at 7405 Bennington Drive. Highland Manor, Clinch Towers Apartments, and Studio III Apartments also evicted residents, and many apartment complexes raised rents.
