Under the aegis of the Student Government Association, the company Off-Campus Access began a meal plan for Strip restaurants in July 2002 for the fall semester. Seventeen restaurants on the Strip were initially enrolled in the plan. The plan worked like a debit system, similar to UT’s All-Star program for on-campus dining. After signing up for the program, students received a card honored at all participating restaurants. Semester prices for the program ranged from $1,701 for eighteen meals per week to $284 for three meals a week.
