In 1914 the US Congress passed the Smith-Lever Act, which provided to each state $10,000 for agricultural extension, plus a sum in proportion to the rural population. The university received the $10,000. In 1928 these funds were supplemented by passage of the Capper-Ketcham Act. This act added an additional $20,000 immediately and $35,000 a year thereafter for farm demonstration work and corn club and tomato club work that had been previously conducted directly by the US Department of Agriculture.
