Early in 1976 Knox County Prison Farm escapee Larry Burt Garrison, who had been serving time for drug violations, was arrested in Hess Hall, where he had been living with ground floor residents. Following the capture of Garrison, UT Security searched six rooms, and drugs—marijuana and pills—were confiscated from four rooms. A few days later, UT police officers and the Knoxville Narcotics Squad joined forces and raided Kingston Pike Apartments. In that raid, Paul Michael Hogan was arrested and charged with possession of four pounds of marijuana. Hogan was a former student who had not been enrolled for two quarters and who had been served an eviction notice but continued to live in the Kingston Pike Apartments.
