In 1984 Professor Michael Pemberton, of the then Graduate School of Library and Information Science, proposed to UT Executive Vice Chancellor for Business, Planning, and Finance Homer Fisher the establishment of a records management office. Fisher convinced Pemberton to work part time for a year to establish policies and practices that could lead to establishment of a full-scale records management office for the campus. Pemberton did, and, following analysis of his results and the potential benefits of the office, the UT Records Management Office was officially created with Juli Rutledge, a certified records manager, as UT’s first records manager.
