On September 24, 1985, President Ronald Reagan participated in a presidential briefing entitled “Teaming Up for Economic Growth” held in the ballroom of the Carolyn P. Brown Memorial University Center. Essentially, the briefing focused on the principle that basic research is essential to the applied research that culminates in economic development; on the involvement of universities in applied research through technology transfer; on effective partnerships among universities, private industry, and the federal government that are required for leading-edge research and economic development; and on the increasing receptivity of universities to entrepreneurial activities of faculty. The meeting was moderated by Chancellor Jack Reese. Those briefing the president included Herman Postma, director of the Oak Ridge National Laboratory; Warren Neel, dean of the College of Business; Richard Ray, manager of Tennessee Operations for ALCOA; Ralph Gonzales, engineering professor and president of Perceptics Inc.; and Randolph Henke, botany professor and president of Phyton Technologies Inc. President Reagan responded, supporting partnerships and increased avenues for technology transfer.
