Following the opening of Thompson-Boling Arena, a massive parking problem was created by events at the facility. The university responded by planning a parking garage that would be used for commuter parking on weekdays and for events at the arena at other times. Bids received exceeded the budget, and the garage was redesigned and relocated on the site and rebid. In February 1989 UT’s director of facilities planning announced that construction would begin within the next eight weeks on a 722-space garage, to be ready for use prior to the 1990 fall semester. Hardaway Construction of Nashville was the low bidder, with a bid of $5,718,000 for the 16-month project. (Hardaway had also been the low bidder on the previous bid attempt.) The garage was dedicated at a ribbon-cutting ceremony on November 12, 1990. The garage was subsequently expanded to increase parking availability.
