High pedestrian traffic prompted the installation of the light at Lake Loudoun Boulevard and Philip Fulmer Way in August 1998.

The traffic light at the intersection of Volunteer Boulevard and Lake Loudoun Boulevard was installed during the 1995 winter break. Prior to its installation, there had been several instances of pedestrians being struck as they crossed Volunteer from the Art and Architecture Building.
