On February 15, 1879, the UT Board of Trustees approved the recommendation of the faculty that persons who had taught for one year or more in public or private schools should be admitted to UT as special students, and that if they completed with distinction subjects equivalent to the sophomore course of the university, they should be able to receive certificates as “Normal Licentiates.”
