Dr. Herman Spivey, vice president of academic affairs, issued the first inclement weather policy in March 1960, following a heavy snow. The policy was that if public transportation was operating, UT was open. The policy that UT would be open but that students and faculty should use their discretion about coming to campus in severe inclement weather was adopted in the late 1970s. This policy required that the administration get together on a “one-time basis” to close the institution. In late 1984 a new snow policy was enacted by the Faculty Senate that left the formal closing of UT up to the chancellor.
