The Afro-American Student Liberation Force submitted its annual budget request in the spring of 1979. As had been the case for the past seven years, funds were allocated to the organization. However, instead of giving the funds to the AASLF, the dean of student activities established the Black Cultural Programming Committee, responsible to the dean of student activities, to receive the funds and provide programming.
In January 1980 the AASLF and other groups called for the abolition of the BCPC as part of the requests centering on the Black Cultural Center. The primary goal of the BCPC is to stimulate and increase the knowledge of African American culture and its contributions to the progress of American society and, in so doing, to foster an atmosphere for unity.
