Knoxville’s City Council passed an emergency resolution on September 29, 1970, changing the name of Rose Avenue to Andy Holt Avenue. Frank Deller, of the Knoxville Chamber of Commerce, proposed the resolution. The resolution was adopted as an emergency measure to avoid having to approve it on two readings. Prior to being named Rose Avenue, the street was named Moffett Street.
