World’s Fair 1982—Opposition

Hosting the 1982 World’s Fair was not without opposition. The Knoxville International Energy Exposition (KIEE) was established in 1976. When the proposed site was announced, businesses (such as Hewgley’s Music Shop on Henley Street) and residents (such as former UT home economics professor Ruby Jacobs) protested the taking of their property. Citizens for a Better Knoxville organized behind the leadership of Joe Dodd, then associate professor of political science at UT. Rallys were held. A referendum was called for. The possibilities had, however, captured the fancy of government, business, and large numbers of private citizens, and the fair movement went forward without referendum or any serious attention to those who opposed it. In 1988 Joe Dodd published World Class Politics: Knoxville’s 1982 World’s Fair—Redevelopment and the Political Process.
