David Welborn joined the faculty of the Department of Political Science in 1973 and retired from the university in 1996. Professor Welborn’s Regulation in the White House: The Johnson Presidency (University of Tennessee Press, 1993) and The Governance of Federal Regulatory Agencies (University of Tennessee Press, 1977) are considered classics by presidency public policy and regulatory scholars. Welborn has been described as one of the few scholars who have provided “highly informed, carefully studied case narratives” of the regulatory process. For this, he has been widely recognized as a leading student of the late twentieth-century regulatory processes. While winning scholarly accolades from his colleagues nationally, he also won admiration from his students and colleagues at the University of Tennessee—for fine teaching and for his work with graduate students. His contributions to the intellectual life of the university have been recognized by placement of a plaque in his honor on a faculty study.
