The outlining of problems with student recreational facilities by the Student Government Association in summer 1994 led to the appointment by Phil Scheurer, vice chancellor for administration and student affairs, of a task force to consider the problems and possible resolutions. The Task Force on Recreational Facilities for Students issued a report in September 1995, recommending immediate construction of a new 10,000-square-foot fitness center on the sand volleyball court adjacent to the Student Aquatic Center (the volleyball courts would be moved to the west side of the Aquatic Center) with cardiovascular equipment on one level and a traditional weight room on another level; renovation of the existing intramural field located next to the Aquatic Center, including installation of an electronic scoreboard, bleachers, fencing, gates, a public address system, a water fountain, and a storage facility; and construction of a recreational sports complex costing approximately $18 million and having as much as 72,000 square feet. The report also recommended renovating the Student Aquatic Center and sharing facilities, such as Thompson-Boling Arena, Neyland Stadium, and indoor facilities used solely by the Athletics Department, when the facilities were not in use. A longer-term phase suggested providing an equestrian center, facilities for ice hockey, ropes courses, and additional volleyball courts.
