A bill was introduced in the Student Senate on November 6, 2012, calling for UT Housing and the Division of Student Life to develop a plan to implement gender-neutral housing for fall 2014 with the help of the Student Government Association, the United Residence Halls Council, and other interested parties. Students pointed out that at other universities allowing males and females to live in the same apartment or suite, transgender students were the primarily ones choosing that option. The bill, which required that students would have to ask specifically to be placed in gender-neutral housing, passed 27–18, with two abstentions, at the senate meeting of November 20. The same bill had previously passed the URHC. A pilot program for a co-ed floor in Volunteer Hall was undertaken in 2013, but the lack of appropriate facilities for privacy required moving more slowly than the drafters of the bill had envisioned.
