With the lowering of the legal age for consumption of alcohol to 18, representatives of the five UT campuses drafted a resolution in 1973 calling for allowing the possession of alcohol on campus and forwarded the resolution to the board of trustees. The board turned down the proposal, but students continued to contend that they had the right to have alcoholic beverages in their rooms. Hess Hall staged a beer bust in 1973 to underscore the belief of Hess residents that liquor should be allowed. Agitation continued for changes to the “no alcohol on campus” policy until the Tennessee General Assembly raised the legal age to possess and consume alcoholic beverages to 21 on May 24, 1984 (effective August 1, 1985), with an exception “grandfathering” persons 19 years old or older prior to August 1, 1985.
