The Law Complex consists of the George C. Taylor Building, completed in April 1950 and renovated at the same time a library and classroom addition was made. Ground was broken for the renovation and addition project on September 17, 1994, and the Law Complex was formally dedicated on September 12–13, 1997, although the facility was in use in the spring semester of 1997. Senator Howard H. Baker Jr. and Senator Bill Frist spoke at the dedication.
The project completely renovated the 1950s building, separated the 1971 library addition (now Blount Hall) and added 80,000 square feet in the new library and classroom wing. The $23 million project resulted in a complex of 110,000 square feet containing 57,000 new square feet for the Joel Katz Law Library and 17,000 new square feet of space for classrooms/courtrooms. Architects for the facility were Lindsey and Maples and McCarty, Holsaple, McCarty, both of Knoxville. The project necessitated razing the house at 1515 Cumberland, most recently used as the International House, which had been purchased by Knox County for UT in 1927 through issuance of Knox County Bonds. The house had also served as fraternity housing and the location of the Graduate School of Planning.
