In order to have sufficient land for the golf practice facility, UT asked in 2004 that Knox County transfer to it seven acres of land contiguous (to the south) to UT property. In return UT offered to provide an easement along the water edge from, essentially, the Buck Karnes Bridge to the tip of the facility, representing approximately 3.8 acres, to allow Knox County to create a greenway. The board of trustees accepted the gift of land from Knox County in March 2004 and approved the easement to Knox County for a greenway in September 2005.
The land conveyed by Knox County was purchased by TVA as part of the original Fort Loudoun project for establishment of the Fort Loudoun Reservoir in the early 1940s. It was transferred to Knox County in 1952, but the deed of transfer requires that the property be used for public recreation.
Knox County requested in 2006 that TVA remove the public recreation restriction, and TVA declined to do so. In light of the agreement between UT and Knox County for the golf facility and greenway, TVA performed an environmental assessment (November 2008) and concurred that the projects could proceed, but also required that UT build, maintain, and dedicate for public use a practice tee and putting green of approximately 8,000 and 5,000 square feet, respectively; that UT make the public tees and greens available for use from April 15 through October 15 each year, with the public being able to access the golf practice facility a minimum of eight hours a week, with general hours of operation for public use being Saturdays from 2:00 p.m. until 6:00 p.m., and Sundays from 1:00 p.m. until 5:00 p.m.; and that UT continue to offer golf instruction to the general public through a noncredit golf class, using the new golf practice facility for the classes, and holding the class once in the fall, spring, and summer each year.
